NOTICE OF INTENT TO APPLY FOR HOUSING PRESERVATION GRANT PROGRAM
The Economic Improvement Council, Inc. (EIC) proposed EIC County Rural Housing Preservation Program (EIC CRHP Program) is a homeowner assistance program, designed to assist homeowners in the repair or rehabilitation of substandard homes, make repairs to maintain livability, and address code violations.
The EIC CR Program will provide home repair and rehabilitation construction deferred payment, forgivable loans (DPL) for up to 27 very low- and low-income homeowners in the following towns: Hertford (population – 1,703 – Perquimans County), Edenton (population 4,480 – Chowan County), Camden (population 620 – Camden County), Columbia (population 3,376 – Tyrell County), Gates (population 4,282 – Gates County), Tyner (population 1,968 – Chowan County), Ocracok, Engelhard (population 657 and 206 – Hyde County), Washington (population 9,457 – Beaufort County), Williamston and Robersonville (population 4,934 and 1,269 – Martin County), and in Dare County, the following towns: Kill Devil Hills (population 7,727); Kitty Hawk (population 3,721); Nags Head (Population 3,164); Southern Shores (population 3,119) (population 1,919), North Carolina. Other small towns include Plymouth (population 3,320); Creswell (198) both in Washington County and Pitt County Towns; Winterville/pop. 11,027; Ayden/pop 5,160; Farmville/pop 4,605; Grifton/pop 2,547; Bethel/pop 1,415; Simpson/pop. 408; Grimesland/pop 405; Fountain/pop 397, and Falkland/pop 49.
The EIC CRHP Program is modeled on the best practices of similar programs operated in other North Carolina communities, many of which have successfully participating in federal housing rehabilitation programs, and it utilizes many of the same policies and procedures facilitated by EIC.

One of the key components of CSBG is on enhancing Family Self-Sufficiency. This will help individuals become productive, independent members of society and otherwise take control of their lives. Clients will work with a case manager from the community action agency on the best approach to take.
Most of the funding and resources are offered as part of the Community Services Block Grant Program, or CSBG. This is run in partnership with federal government funds as well as the Department of Health and Human Services-Office of Economic Opportunity, which is also based in North Carolina.
In accordance with federal civil rights law and U.S. Department of Agriculture (USDA) civil rights regulations and policies, this institution is prohibited from discriminating on the basis of race, color, national origin, sex (including gender identity and sexual orientation), disability, age, or reprisal or retaliation for prior civil rights activity. Program information may be made available in languages other than English.

To file a program discrimination complaint, a Complainant should complete a Form AD3027, USDA Program Discrimination Complaint Form which can be obtained online at: https://www.usda.gov/sites/default/files/documents/USDA-OASCR%20PComplaint-Form-0508-0002-508-11-28-17Fax2Mail.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA.
The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation.
The completed AD-3027 form or letter must be submitted to USDA by:
