The Community Services Block Grant Program

The (CSBG) is administered by the Department of Health and Human Services-Office of Economic Opportunity in Raleigh, North Carolina. The CSBG Program is designed to help eliminate, reduce, or address the conditions of poverty in Camden, Chowan, Currituck, Dare, Gates, Hyde, Pasquotank, Perquimans, Washington and Tyrrell counties. Eligibility is based on current Poverty Guidelines.

The CSBG Program- Family Self-Sufficiency Project

This project allows participants to take control of their lives by becoming independent and productive members of their community. Some ways that a family can become self-sufficient would include:  


  • Secure and retain sustainable employment. 
  • Attain education/vocational training. 
  • Learn to make better use of available income. 
  • Obtain and maintain standard housing 
  • Build self-esteem and strong work ethics. 


The agency collaborates and coordinates with other public and private agencies in the counties that we serve. Through such collaborations, the Family Self-Sufficiency Program is able to provide quality services to participants and significantly impact the battle against poverty. 

Responsibilities of the Family

The family develops a partnership with the Case Manager. 

  • The family assesses their needs and strengths on an on-going basis. 
  • The family sets its goal and the steps that must be taken to reach the goal.. 
  • The family learns and practices skills needed to become self-sufficient. 
  • The family learns to strengthen themselves so that they are better able to handle future challenges. 


Families develop a sense of responsibility Individuals that are interested in become more self-sufficient should contact the EIC Economic Resource Center in your area. Families must meet the HSS Income Poverty Guidelines.

COVID-19 CARES NC STIMULUS FUNDS

The EIC-CSGB Program intends to apply for the CARES NC Application stimulus funds from the North Carolina Department of Health and Human Services in the amount of $418,807 for the period of July 1, 2020 - September 30, 2022. The funds will be used for emergency assistance for families affected by COVID-19. The following counties are included, Camden, Chowan, Currituck, Dare, Gates, Hyde, Pasquotank, Perquimans, Tyrrell, and Washington.
