Families with incomes below 200% of the federal poverty guidelines or those receiving cash assistance payments under Work First or Supplemental Security Income (SSI) are eligible for weatherization services. More than 3,000 North Carolina families benefit from the program annually.
Priority is placed on providing assistance to the elderly, individuals with disabilities and families with children.

DownloadThe program targets families with incomes below 200% of the Federal Poverty Level (see chart below for details). Households receiving TANF, and households that include at least one member who receives SSI are automatically eligible regardless of household income. The Weatherization Program prioritizes eligible families, serving the elderly, people with disabilities and families with children first. Over 3,500 households are served annually at an average cost of approximately $2,500 per household for material and labor.
Each household is visited by an energy auditor who determines which conservation measures will be most effective for this specific unit. There are several conservation measures, which may be installed based upon their ability to save energy.
It is important that we concentrate our efforts on measures that are the most cost effective; those that help keep the operating cost of our program down.

Step 1: Request an application from Economic Improvement Council, Inc Weatherization department or click on the weatherization application link.
Step 2: Complete the application, include proof of income and twelve consecutive months of utility bills, and mail to the address listed below or bring it to the Economic Improvement Council, Inc.
Step 3: If approved you will be contacted to finalize your application.
Step 4: An auditor will assess your home for needed work.
Then look forward to a more energy-efficient home
